Quite a different type of project, but dear to the heart of the I.E.E. is this project from the church of Santa Coloma de Gramenet, one of the poorest suburbs of Barcelona.
DESCRIPTION
1. PURPOSE Moses Day, Centre, located
in Sta. Coloma de Gramenet (Barcelona), hopes to respond to the various
social and educational needs of children between 3 and 12 years old who
are in situations of social conflict and personal risk. The Centre
desires to create a stable, positive daily environment in which to
enable the holistic, development of the infant and adolescent
population in situations of social conflict and risk.
2. TARGET GROUP
The Centre aims to serve children between the ages of 3 and 12 in the
area known as the Barrio Latino along with the adults
related to the children, especially members of the nuclear family
and/or extended family and teachers. The focus is on children with the
following deficiencies..
* Affective
(unwanted children, children with difficulty in establishing
relationships with others ... )
* Cognitive
(inability to develop positive plans for the future...)
* Moral
(isolation, passivity, intolerance, high level of aggression...)
* Educational
(lagging, behind in studies or educational failure).
The Centre’s priority will be those participating in the Interdepartmental Program of “Minimum Income for Social
Reintegration" sponsored by the regional
government of Catalunya (known as the Generalitat). This program
provides an initial report on the child's situation as well as
follow-up by Social Services.
The families involved have a variety of problems and socio-economic
disadvantages. For example, they may live in housing which does not
comply with minimum standards, or in a situation of family
disintegration with difficulty caring for children in an unstable work
market. There is a high percentage of single mothers with family
responsibilities and of persons over 45 years of age with long-term
unemployment.
BACKGROUND
Sta. Coloma de Gramenet is a city covering 7 square kilometres with a
population of 120,802, according to the 1999 municipal census. It is
considered one of the most densely populated cities in
the autonomous region of Catalunya in northeast Spain, with a density
of 31,411 persons per square kilometre. Specifically, the Barrio
Latino is listed along with Tokyo, Japan as one of the most
overcrowded places in the world.
Sta. Coloma de Gramenet has one of the youngest populations in
Catalunya, ‑with 41.5% of its inhabitants between the ages of 0 and 29.
Significantly, during 1996 ,756 children and 25 youth participated in
recreational and educational reinforcement programs sponsored by the
Children's and Youth Division of Social Services.
* The
city, contains a significant sector of unskilled labourers with
low-paying jobs along with significant numbers of unemployed and
temporary workers. The average per capita income is among the lowest of
the greater Barcelona area.
* Sta.
Coloma de Gramenet has progressively, more foreign residents
(particularly African and Asian) with numerous economic problems. These
factors, combined with the socio-cultural differences, make it
difficult to obtain adequate education for the children.
In 1999 the Board of Children's Affairs of Catalunya compiled
statistics of children in problem situations. The Board concluded that
71.3% of the cases dealt with were to minors in places of origin
and with their natural family. According to local sources, the number
of Day, Centres for children and youth in Sta. Coloma de Gramenet is
seriously, inadequate. At this time only one such centre is open in the
Barrio Singueríìn, and this one only
since late 1999. Adequate public services are needed in this area to
facilitate community development.
GENERAL OBJECTIVES
1.
WITHIN THE INFANT AND ADOLESCENT POPULATION.
1.1 To prevent, detect
and act within situations where there is risk and social conflict in
which children and adolescents within Sta. Coloma de Gramenet
(Barcelona) are a part.
1.2 To facilitate the
holistic development of the child and adolescent population who use Day
Centre, beginning with teaching about daily life.
1.3 To assist in the
development of personal autonomy of each child, strengthening areas of
competence and understanding of social and educational deficiencies.
1.4 To help the children
understand their personal reality and to develop appropriate responses.
2.
WITHIN THE HOME.
2.1 To guide and support
the families so that they may recover their role in socializing their
children, assisting them to exercise the appropriate functions.
2.2
Attain an adequate level of coordination between the family, the
Day Centre, Social Services and schools.
3.
WITHIN THE COMMUNITY.
3.1 To reinforce
existing resources in the area and to participate in community
activities in order to promote cooperation among the various agencies
and resources.
3.2 To cooperate with
and coordinate projects with various area organizations (Neighbourhood
Watch, Association of mothers and fathers, etc.)
3.3 To facilitate
informal relationships within an inviting and safe atmosphere (the
Day Centre) both within families and among families and various social
and cultural groups.
4. WITHIN THE INSTITUTIONAL REALM.
4.1 To promote the
importance of children's rights and to protect those rights in daily
life.
4.2 To make known the
resources available at the Day Centre for persons in
situations of risk and social conflict.
4.3 To maintain contact
with and to cooperate at all levels (local, regional, national,
international) with institutions specialized in socio-educational
intervention with at‑risk minors in order to obtain feedback which
would enrich our project. PROGRAMS
In order to achieve our objectives we have designed various
socio-educational programs which are complementary and interrelated.
1. "HEALTHY AND HAPPY"
This program seeks to prepare children as well as parents and teachers
to be responsible in their choices so as to lead to healthy conduct and
lifestyle.
This will involves such areas as diet, personal hygiene, paediatric and
psychological care.
The following activities will he developed: food service (Monday
through Saturday), daily showers, clothing, paediatric evaluation and
individualized sessions with a psychologist.
2. “WE ARE A FAMILY"
Our program is not designed to reach only children and adolescents, but
the family, as well. We want parents to grow in self‑esteem as they
improve their relationship with their children as well as their life
together.
The activities are voluntary and promote the parents' learning about
raising children from specialists (for example, presentations on the
holistic development of children, joint workshops including
parents‑educators‑children. etc.).
3. "WE LEARN TOGETHER''
In the light of the lagging behind in studies and/or educational
failure of the children's and adolescent population, we will see that
they receive the mandatory education, and we will work to reduce the
level of maladjustment and rejection of these children within the
schools. At the same time we will actively and appropriately, involve
family, members in the formal education of minor children. This will be
accompanied at the same time with an involvement in the development of
study, and work habits, of knowledge and basic skills related to the
curriculum of the schools.
We intend to set aside a time each day for homework, following an
individualized plan designed by the teachers. What distinguishes our
Centre from others is that we will organize this study period by
families and not by age group, as far as possible (just as one would in
a normal household). In addition, the adults of the nuclear family may
be present during this study period at least one afternoon per week.
4. "RECREATION TIME"
The majority of the at‑risk minors make the street their home and seek
to identify places and special activities which will make them feel
different from everyone else. We wish to offer the minors and their
families alternative activities, a meeting place which will satisfy the
needs for relationship and recreation and at the same time integrate
them in the socio-cultural activities of the area. In this way we will
provide the families a resource for their recreation time which will
encourage stable work habits. We propose organizing a broad range of
activities both inside and outside the Moses Day ‑ Centre: a children's play, Centre.
cultural excursions, workshops, social gatherings, special outings,
sports and play‑recreational activities during school holidays and
vacation periods.
HUMAN RESOURCES AND
ORGANIZATION
1.
In addition to the need to hire two professional educators, a
minimum
complement of volunteers will be necessary. At present we have 17
volunteers
who are willing to help in the Moses Day Centre as:

* Paediatrician and dentist
* Physical plant maintenance
* Administrator / accountant

Specifically, the Day Centre will be open Monday through Friday
from 7:00 am to
9:00 pm, and Saturdays from 9:00 am to 3:00 pm.
